The Family Assessment and Planning Team (FAPT)
and the Community Policy and Management Team (CPMT) for the City of Manassas

In accordance with the Code of Virginia §2.2-5208, the Family Assessment and Planning Team “shall assess the strengths and needs of troubled youths and families who are approved for referral to the team and identify and determine the complement of services required to meet these unique needs.” The FAPT is the interagency group responsible for carrying out the implementation of the Children’s Services Act (CSA).
  • FAPT identifies youth at risk for placement outside the local community (foster care, Department of Juvenile Justice (DJJ), residential treatment, private day education) and works with families and community partners to limit out of home placements and strengthen community resources.
  • FAPT nurtures a culture of safety and respect for families, case managers, providers, and members that assists in developing and maintaining relationships within the community.
  • A parent representative on the FAPT:
    • Provides support to the family members before, during, and after FAPT reviews.
    • Keeps track during the FAPT meeting of family engagement issues that may arise.
    • Tends to the needs of the families during FAPT in terms of understanding the language and issues raised for services.
    • Validate the parent/caregivers' perspective.
    • Offers celebrations of the youth and family's progress.
    • Ensure FAPT members are using language and tones that are youth and family friendly. 
    • Assists with having difficult and important conversations.
    • Informs the families about community resources and how to access them.

The CSA program is managed through two local teams, the Community Policy and Management Team (CPMT) and the Family Assessment and Planning Team (FAPT). These teams represent a collaborative system of state and local agencies, parents, and private service providers who work together to plan and provide a collaborative system of services for at-risk youth and their families that is child-centered, family-focused, and community-based. Individual child/family accessibility to services funded through CSA is based on state eligibility guidelines that classify at-risk youths as mandated, targeted, and other at-risk youth. 

Community Policy and Management Team (CPMT)
Under the code of Virginia § 2.2-5206:
The CPMT shall manage the cooperative effort in each community to better serve the needs of troubled and at-risk youths and their families and to maximize the use of state and community resources. The CPMT meets every third Wednesday at 3:30 pm. The meeting location is the City of Manassas Department of Social Services @ 9324 West Street, Manassas, VA 20110.  The next scheduled meeting is May 15th.

City of Manassas Department of Social Services Advisory Board

The City of Manassas Department of Social Services Advisory Board is made up of seven board members, who are appointed by the City Council for a four-year term. The Advisory Board meets bi-monthly in the odd months on the fourth Thursday at 6:30 pm.  The meeting location is the City of Manassas Department of Social Services @ 9324 West Street, Manassas, VA 20110 The next Advisory Board meeting is May 23rd.

Board members meet bi-monthly with senior staff to:

  • Monitor local social welfare programs.
  • Support staff with annual budget reporting.
  • Assist Social Service staff with various community projects.
Public Assistance Programs 
  • You may apply online from any location that has internet access. Most programs will require an interview.
  • Screening is done daily for emergency food stamp cases.
