Personal Property Tax
The Commissioner of the Revenue assesses personal property tax. It is the responsibility of the treasurer to collect the taxes assessed by the commissioner. Personal Property Tax payment and inquiry is available at Click2gov.

The City of Manassas does not pro-rate taxes. Therefore, taxes are assessed on property owned January 1 of the given year through December 31 of the same year. Personal property taxes are typically due October 5th. License fees for vehicles and motorcycles are also due October 5th and anytime thereafter that a vehicle is purchased or moved into the City.

License Fees
A $25 (vehicle) or $10 (motorcycle) license fee is due each year on each vehicle. The fee year exist from October 6th until October 5th. Any vehicle registered in the City within this time period must pay a $25 license fee each year.

Tax Relief
The Personal Property Tax Relief Act of 1998, provides tax relief for passenger cars, motorcycles, and pickup or panel trucks having a registered gross weight of less than 7,501 pounds. To qualify a vehicle must meet both of the following requirements:
  • Vehicle must be owned by an individual or leased by an individual under a contract requiring the individual to pay the personal property tax
  • Vehicle must be used less than 50% for business purposes
Motor Homes, trailers, and farm use vehicles do not qualify for tax relief.

The tax on the first $20,000 of value of your personal car, motorcycle, and pickup or panel truck under 7,501 pounds has been reduced by 60% this year. The 2005 General Assembly capped the total cost of car tax relief for the Commonwealth of Virginia at $950 million. Each locality’s share of the $950 million is based upon car tax relief reimbursements from the Commonwealth to the locality for the tax year 2004. The amount of car tax relief is based upon total dollars from the Commonwealth divided by the total tax of all qualifying vehicles in the City of Manassas.
